LEO BOUTSIKARIS graduated from the University of Athens in 1981 with a Bachelor of Science degree in Physics. He also holds M.Sc. degrees in Electrical and Computer Engineering from the University of Michigan, Ann Arbor, in 1982, the University of Maryland, College Park, in 1985, and the Johns Hopkins University, Baltimore, in 1987. Dr. Boutsikaris received a Ph.D. degree in Electrical and Computer Engineering from the Johns Hopkins University in 1991.

Dr. Boutsikaris worked as a research scientist in the areas of Optics and Lasers for several years. From 1994 to 1997 he was a researcher and Deputy Head of the Applied Optics and Optical Information Processing Group at the Foundation for Research and Technology-Hellas, in Crete, Greece. He has authored over twenty scientific articles in the areas of optical holography, optical information processing and storage, optical recording, novel optoelectronic materials, microoptics, and optical communications, the articles appearing in scientific journals including, Optics Letters, Journal of the Optical Society of America, Applied Optics, Optical Engineering and Physical Review.

In 1999, Dr. Boutsikaris joined the U.S. Patent and Trademark Office, where he worked as a Patent Examiner until 2007. He became Primary Examiner in 2004. While at the USPTO, Dr. Boutsikaris received outstanding performance ratings every year, and received the Bronze Medal Award for Superior Federal Service in 2005. He worked mostly in the areas of optical holography and diffraction, optical computing, optical filters, optical fibers and waveguides, optical storage and liquid crystal displays (classes 359, 385 and 369). Recognized for his expertise in the optics area, and for demonstrating comprehensive knowledge and thorough understanding of a technologically complex art he was awarded the Master's Level status in 2004.

While at the USPTO, Dr. Boutsikaris attended the Columbus School of Law of the Catholic University of America, from which he graduated with a Juris Doctor degree, cum laude, in 2005.

In 2007, Dr. Boutsikaris accepted an invitation to join Nixon & Vanderhye. He is registered to practice before the U.S. Patent and Trademark Office and he is also admitted to practice before the United States District Court for the District of Maryland.
